CREEK NEIGHBORHOOD ASSOCIATION
Minutes
of the General Meeting held January 8, 2004
The meeting was called to order by President Craig Jacobs at
7:05 pm in the Planning and Zoning Conference Room, City Hall, Plano,
Texas. There were 6 members in
attendance. Craig presented an agenda
for the meeting which was discussed and approved.
Secretary/Treasurer Vicki Verinder read the minutes of the
last meeting which were approved. She
also gave the treasurer's report. The
account has $632.40 with no outstanding expenses. There have been no requests for the
Neighborhood Night Out funds by the other east Plano neighborhoods that
participated.
There was no old business to transact.
Committee Reports:
Shopping carts continue to be a problem.
Officer Alecia Nors is working with the city to draft a new ordinance
that would asses fines to the stores.
When it is presented to the city council, she will need our
support. We discussed a flyer and
putting a mention into our newsletter and on the web site.
Vice President James Edwards said we need to continue to
update the old 5-year plan and call it by a better name. He proposed doing an annual proposal package
by categories, prioritizing the projects within each category. The secretary would keep the list and it
would be put on the web site. We would
have individual chairpersons per proposal.
The list of new items was covered in the October minutes. Hot proposals from that list included the
standing water at P Ave. and Sherwood, and waterway barriers to prevent litter
from getting into the creeks. A new item
recommended for the list was a cleaning of the pond drainage tube. Also mentioned was traffic problems at Parker
and K Ave. and Parker and P Ave.
Suggested categories included parks, traffic, property standards,
police, council, planning, neighborhood services and miscellaneous.
Parks: We need a
scalping lawns policy. The parks are in
need of major maintenance – backfill along sidewalks, large tree problems,
relocate some Frisbee golf holes and maintenance of the holes and signs.
Streets: A new light
is needed at the new park road and Parker to allow left turns out of the
park. The school traffic backs up there
as left turns are impeded.
Plano ISD: We need to continue to improve traffic flow
around the school, particularly on Abbey.
Staff parking also needs to be addressed. The parking lot is still not large enough for
all school staff to park.
The Parker Road beautification project is in the planning
stages. Craig contacted Joanne Stahl who
recommended Jane Garrison jury the designs.
A Powerpoint presentation is being prepared. The last bond election had beautification
funds and we may be able to get some of it.
Also, a community garden was proposed whereby we do a part and invite
Home Depot, Lowe's, etc., to each take a section. This area is on the north side of Parker Road
from N Ave. to P Ave. in the right of way.
Even thought DART will not put up benches or a shelter at the bus stops
along the way, we might be able to do so ourselves. We should get a master plan from Garrison
Gardens then get others to help with the labor (community service, Scouts,
etc.). Also, we should look into a water
sprinkler system.
New Business: The
newsletter should go out in March (Keep Plano Beautiful and Great American
Cleanup) and July (NNO and elections).
Everyone should bring items for it by the next meeting.
James asked if there are any volunteers for the Shell park
cleanup in early March. What is needed
is supervisors.
Crime Watch: Officer Nors
was not present and has been backed up with paperwork. She hopes to return to the neighborhood
soon. She has requested information on
panhandlers. A new ordinance is being
drawn up. Also she is working on one for
habitual alcoholics where stores would be alerted and not allowed to sell to
those identified as such.
The meeting was adjourned at 8:23 pm.
