VILLAGE CREEK NEIGHBORHOOD ASSOCIATION

Minutes of the General Meeting held September 09,2004

The meeting was called to order by President Craig Jacobs at 7:09 pm in the Planning and Zoning Conference Room, City Hall, Plano, Texas.  There were 5 members in attendance.  Craig presented an agenda for the meeting which was discussed and approved.

Secretary/Treasurer Vicki Verinder was absent so no previous minutes were read.  Craig gave the treasurer's report.  The account has $605.69 with no outstanding expenses.  In lieu of the minutes, James Edwards gave an informal wrap-up of the National Night Out project.  According to his records, 103 people signed in and many provided E-mail and street addresses. Some of the suggestions we received that evening were:

  -  Who has right of way between pedestrians and Frisbee golfers.

  -  Light up the volleyball court so that residents can play after dark.

  -  Better posting of park rules in the parking lot and near sidewalks.

Kudos were directed at Officer Alicia Nors for her role in providing the "Bounce House" along with several other civic-oriented games.  She mentioned that the other officers felt we had the biggest turnout and the most well-organized event of any others in the city.

Next item of business was the Annual Election of Officers.  Nominations were made and the following slate presented to the board.

President: Craig Jacobs

Vice President: James Edwards

Secretary/treasurer: Gene & Vickie Verinder

ChairPersons:  Linda Doyle, Doug Jacobs

Doug Jacobs moved to accept the slate "as is", and it was seconded by Linda Doyle.  Approved unanimously.

The Program was to be Officer Nors describing her project of  "It Takes a Village", but it was postponed  to let her develop further resources.  Instead she discussed the Herman Goldstein Excellence in Problem Solving competition that this project was aimed at.  She discussed how the Barron Elementary Parking Plan was used in a previous competition.  She pulled together a matrix of all calls involving the school parking congestion.  Analysis indicated a simple beginning that would allow for growth and expansion.  This was followed through to the extension of Sherwood and Park Road.  She worked with all the city departments to solve each phase.  Officer Nors will be teaching at the October conference in North Carolina.  She also mentioned that there are 4 finalists and one winner in this world-wide competition, and Plano was the only US finalist.

Under Comments:

- It was noted that the city is finishing up the shopping cart ordinance, but it lacks any teeth.  It appears that officers will pick up the carts and return them to the stores.

- Sunrise Rotary Club wants to do a joint project sometime around the end of September and another in November. We need to find a house that needs repairs.

- Officer Nors informed the meeting that there are over 70 different languages spoken in our neighborhood.

- She also mentioned that the Police are soliciting information for a CrimeWatch Unit in Spanish.  They are looking for bi-lingual volunteers.

Next meeting will be on October 14th.

The meeting was adjourned at 9:05pm on a motion from James, seconded by Linda

Respectfully submitted,

Doug Jacobs (Temporary secretary)
