VILLAGE CREEK NEIGHBORHOOD ASSOCIATION
Minutes of the Special Meeting held May 8th, 2008
Instead of our regular meeting, the association sponsored a presentation by Gus Khankarli, Assistant Area Engineer, TxDOT, Collin County Area Office. Representatives from 3 other neighborhood associations also attended. Our neighborhood city planner, Monique Coleman, was also there. The presentation was made in Training Room A, City Hall, Plano, Texas and began at 7:15. A special thanks for all that brought drinks, ice and snacks, particularly to Jan Thatcher for her wonderful cookies.
Gus presented the plans for the changes of the interchange at Parker Road and Central Expressway. The design and construction plans are complete and the project bids have been received. The entire project will be let in approximately 1-2 months and construction will begin around 30 to 60 days after that time.
The bridge over Central will be a SPUI – Single Point Urban Interchange. Existing "jug handles" will be redesigned to be one way and handle traffic turning right off Parker in either direction to enter the Central service road and traffic turning right from Central to continue on Parker. The bridge will use a single, coordinated set of lights to control the flow of traffic straight across Parker from east to west and the reverse. The lights will also provide for left turns from Parker to existing north and south bound Central entrance ramps as well as left turns from Central off ramps to continue onto east and west bound Parker.
The project is expected to cost around $20,000,000 and be complete in 25 months from the beginning of the construction. During the time the bridge work is being done, one lane in each direction will be eliminated, so it will only be 2 lanes in either direction.
A quick business meeting was held after the presentation with 6 members present. We may be the only group meeting on the second Thursday nights during the summer and, if so, we will be charged $60 per meeting. The association agreed to look for another place to meet if this is the case. Harrington Library was proposed and Gene will look into it. Monique thought that one of the other associations was meeting on that same day, in which case, we would not be charged a fee. Gene will notify the membership of the outcome of this possible change of location.
